Sellers keep their citizen until it sells — nothing is held in escrow. A purchase pays the seller and transfers the citizen in one transaction, so it either completes fully or not at all. The citizen's vault travels with it; check its balance on the citizen page before buying, because that is the seller's to empty until the sale lands.
